File lists - function or command?

Oliver recently published a useful function for obtaining a list of 
files, as noted in the latest Rev newsletter:

It seems a good function, very similar to a function I've been using 
without issue for some years.

But I recall a discussion here about the benefits of using a command 
over a function, which resulted in this version at Ken's handy site:
<http://sonsothunder.com/devres/revolution/tips/file007.htm>

I can no longer recall why using a function was problematic.
Can someone fill me in?
