pop3 attachment decoding

from what i've seen in reading the rfc's is that using base64 is the 
most compatible.. but also note that some email clients don't encode 
plain text files (my own email encoding library does encode plain text 
files)..  in the header section of the attached file, it should state 
what encoding was used..
