Google Play has a weirdness where if you’re using expansion packs you have to update the version each time you revise the expansion pack (you’re unlikely to get it right the first time). The easiest solution to the problem is to not mind that your first version in the store is something like 1.0.6 instead of 1.0.0.

Would that approach mean not having to add a build number to LiveCode?
