OS X Mavericks

I'm getting an error trying to compile for ios under Mavericks:
"performing ios arm v7 (or universal) device buildgs requires the ios 7.0
SDK platform to be installed (available with xcode 5.0 or later)"

I just checked to see if XCode had installed all updates, and it has, so
now I'm confused.
