[on-rev] uniEncode & outputting accentuated characters from an on-rev textFile

A complement to myself and all : 
1) of course if I use the html iso (é ) instead of "é", all works
fine.
2) in the end i will edit files from an off line stack, on my desktop. So
i'll be able to control more precisely what is put into the file on the
server.

Still i hope to get precisions from on-rev experts around that can be useful
to all non english users.
