Mark,
One thing often overlooked when preparing a stack for localization is to have 
extra-wide label fields. English is a relative compact language and if you 
have not created wide enough label fields you'll soon find that translated 
labels don't fit.
As to the question:
Custom properties would work.
Another alternative - if the data, code, and interface are separate is to 
have different stacks (interface only) for each of the supported languages.
