Only while Apple had it.  The for latter half of its life it was spun 
out to Claris, and IIRC they charged at little over $100 for it.

But like the free HyperCard player, Rev has a player and it's trivial to 
make your own, so if it's just a question of running the app and not 
authoring, you have many easy options for distributing your Rev-based app.
