Rob, by modifying the app bundle as they have done by creating a 
lang.lproj subfolder, the OS will then localize the system dialogs and 
messages created by the app. That's important otherwise the user will 
be getting some dialogs in English and others in whatever language the 
Rev stack is sending.

It could be done in combination with other methods for localizing the 
app's content, such as yours. So they are complementary methods.
