Requirements for publishing a mobile app

I am interested in this as well. I want to create a stack that can be accessed by about 50 people. All for free. But access has to be by smart phone, not by going to an always-on computer sitting in a room somewhere. That would be easy.
Jacque has advised me, but I feel that it will not be possible without my having to deal with provisioning, app stores and whole knows what else. This was discussed broadly a while ago on the forum. The project would be a lot of fun, but is not important enough for me to make that effort.
No way, then?
