You can host personal data outside of the EU if the country where you host the data is  a "save third country". I am not sure if this is the correct English expression.
But unfortunately the US are not  such a safe third country.
Andorra, Argentina, Canada (commercial organizations only), Faroe Islands, Guernsey, Israel, Isle of Man, Jersey, New Zealand, Switzerland, Uruguay, Japan, United Kingdom and South Korea btw are all specified as save third countries. So hosting personal data in those countries would be okay.
