As i have still 11.6.2 installed i cannot test, if this might be something Monterey specific.
I am currently downloading Monterey and will install it onto a VM, so i could test. But the 12GB take some time to download.
There is a free tool available from Late Night Software called SD Notary, which also does the needed steps to get a notarized app.
