More UBUNTU woes (system time UBUNTU 13.10)

Sorry for my many Linux questions recently (and thanks again for all the replies)

On most UBUNTU distros I can do

put the long system time (locale is set to german) and it displays just fine

under UBUNTU 13.10

put the long system time yields empty with german settings.

I suspect this is some UBUNTU setting, but for the life of me I can not figure it out. Any clues much appreciated.
