Strange Alt key behavior

Whenever I've got the LC dictionary open, and some user contributed notes
are visible in the field below the main content, pressing the Alt key
causes the notes to be momentarily replaced by the message saying no notes
are avaialable, then reverting to showing the notes. Also, _releasing_ the
Alt key does the same thing. What's that about?

Also, pressing Alt causes underlines to appear on items that act as links,
and releasing it causes them to disappear. Fair enough. But the problem is
that it does all this stuff even if the keyboard focus is somewhere else,
even if it is on some other unrelated application. This makes no sense to
me.
