Character encoding using LC server on on-rev

Hi,

My Japanese .irev web pages are not loading with the right encoding 
anymore. I'm on the server pancake.

My html header has this:
     <head>
         <meta http-equiv="Content-type" content="text/html; 
charset=shift-jis">

There are no other charset commands anywhere in the page. But browsers 
are displaying the pages with Western ISO-8859-1.

PHP has a header function that lets you set the charset; does LC?
