UrlEncode oddness

If I urlencode a word with diacritcals, like "élan", I get this:

%8Elan

But if I name a file with that and get a Dropbox encoded URL, I get this:

%C3%A9lan

I need the Dropbox version. What's the difference, and how come it 
happens, and how do I change LiveCode's output?
