How can I direct revGoURL to a specific browser?

On Mac, I've saved URLs as weblocs and then used the launch command:

launch webLocPath with "/Applications/Safari.app"

On Windows perhaps you could save a URL as a shortcut and do the same? 
(I've not tried it)
