there it says:

"Note: In HyperCard 2.0 the following visual attribute speeds have been
changed to execute differently: "Very fast" now means "as fast as the CPU
can go." "Fast" now means "twice as fast as normal"."

so, I suppose, "Fast" means 1000 (1 second)

and, by extension

"Slow" means 3000 / 4000 (3 / 4 seconds).
