Click twice to open drawer?

Well, I only use substacks as drawers.
If you don't want to do that you can add the "Consignees" to the  
stacks of the main stack ("File" menu -> "Standalone settings" ->  
"Stacks" or use the full path name of the "Consignees" stack.
