This may be a bug.  IIRC, the flag is the presence of "<p>" at the 
beginning and "</p>" at the end of the text.  If either of those is 
absent the text is rendered as plain text, otherwise it's assumed to e 
htmlText.

The MetaCard group looked into this in detail a couple years ago, and 
have adopted that convention from Rev.
