Windows Permissions?

I know on the Mac that you have to had administrator's permissions to  
install new programs on the hard drive. Is there anything similar to  
that on Windows XP? The reason I asked is that I having trouble  
replacing a previous version of my program with a newer version using  
an installer. Also, when I tried to delete the old version of the  
Program Files directory.
