Yes, check out the submission form at the "Suggest URL" link at the top of:
<http://dmoz.org/Computers/Programming/Languages/Transcript/>

It's a short form, and includes a box for comments where I usually say 
something like  "Thank you for you hard working making DMOZ so damn cool" :)
