password problem with PostgreSQL

Then I will assume that you have checked the correct order of
parameters, and that all items are correctly capitalized (pgsql is
quite case sensitive as far as the dbname, username, and password).
Concerning phppgadmin, am I correct in "guessing" that this is a local
admin tool of some sort which is being run on the same machine as the
db server, and accessed remotely through a web browser?
If so, it is possible that the server was not configured to allow
remote authentication to the database, or possibly to the postgres
account. I would ask the ISP to check the pg_hba.conf file and make
sure that unencrypted remote connections to the server are allowed.
It may be a matter of having the server configured to accept remote
connections, but not set up to accept a compatible authentication
scheme from a remote connection.
