Windows cannot be resized under Windows

Is anyone else seeing this?  Setting window decorations to:

title,menu,minimize,close

prevents the window from being resized with a Windows standalone, even 
though it works fine under OS X (both standalones and the IDE).

Can anyone verify if this also takes place in the IDE under Windows?  I 
will file a bugzilla report, and would like to tack that info onto the 
report if possible.


Rev 2.5 under OS X.3.5, Win32 standalones tested under WinXP
