After you click on:

http://www.techsmith.com/transfer.asp?filename=ensharpendecoder_winsws.exe

Choose "Open"

after the app downloads, it will open and install. If it doesn't then I
suspect you have some anti-virus thing going on which keeps you from
downloading an .exe
