OSX Help

I wrote a program and built distribution for OSX.  For some reason OSX 
refuses to let me set the capabilites for any sub users to access the 
program (or revolution for that matter), yet when I go to System 
Preferences -> Accounts -> <sub userr> -> capabilities, I can allow or 
prevent them from using any other programs.  When it's Revolution or 
the thing I wrote, I can click on the check box, but after closing the 
window, it doesn't save/remeber that fact that the check box was 
clicked.

Is the problem on my computer's end  or is it something in revolution 
that I didn't do or can't do?  I know it's not just one computer, I've 
attempted it on 10 computers o n the network, all running OSX.
