Take a look at

Click on the yahoo banner at the top. A piece of Javascript in the page
opens a new window. A bit of tweaking and it should do what you want.

Subject: OT: Way to launch IE with no navigation bars

Can anyone tell me if it's technically possible on a Mac to launch IE to a
web-site and somehow hide all the navigation buttons and toolbar menus?  I
know you can do this on a PC, via command-line parameters, but I need to do
this on Mac OS X.
