i recently received a license of PS Elements 2 and i can confirm what
you say. It is kinda PS + ImageReady Lite but only light in the sense 
that it
does not support the CMYK color space and some other pre-press features
which web-/multimedia-/application-designers likes us :-) hardly miss.

It has got layers, effects, the wonderful "Save for web" dialog with 
lotsa
options (including the ability to create gif-animations, if someone 
might
not have found that slightly hidden feature) and can save in the most
usable and RR-friendly formats like JPG, GIF (with 1 bit transparency,
animated) and PNG (1 or 8 bit transparency) :-)

It is definitively worth its price.
