Create Alias on Windows

I've successfully used the "create alias" command on the mac to point back
to an original executable file. However, using the same syntax in Windows
(XP) creates a "shortcut" that brings up a DOS command prompt along with an
error. Is there a way to get this command to actually create a shortcut to a
file in Windows?
