Bugzilla downloads html files?

Yes. You can set the "debug mode" of Safari to true, and then set the
User Agent to Internet Explorer from the Debug menu.

To set debug mode for Safari, open up a Terminal window and type:

  defaults write com.apple.Safari DebugIncludeMenu 1
