System Time does not working?

Hi

In a handler I have this script:

on mouseUp
   put the short system time into field "startTime"
   ...
end mouseUp

The time is returned in format e.g 3:20 PM

I have my Time set to "Swedish" in Prefs (OS  X), and should therefore 
get the military style: 15:20.
The only solution I  have found is to set the twelveHourTime to false 
(in a openStack-handler). But then, I always get 24-hour clock.

There must be something basic I'm missing. But what??
