Put the graphic into its own group, reduce group to required minimum 
size, lock the group's location, turn on scroll bar.  You'll now have 
a scrollable group which contains a single graphic.  You can do this 
with any content, just group it all and make sure you've locked the 
group location to stop it attempting to auto-size.
