a note on development contributions process

Robert Brenstein submitted some valuable contributions to the IDE code 
this afternoon (thank you Robert).  The only downside has nothing to do 
with his excellent work, but just about process:

There are too few users and contributors to warrant a formal 
check-in/check-out system just yet, but in the meantime making 
contributions to the MC IDE project should hopefully be easy:

1. Use the latest release version available in that folder from the MC 
IDE group page:
<http://groups.yahoo.com/group/MC_IDE/files/Latest%20Test%20Version/>

2. Drop a note here to this list before you start, so others can know 
what you're working on.

3. Assume the current poohbah (at the moment that's me) is always 
working on it as long as there are outstanding issues, unless notice is 
given here or in private mail.
