call up browser or email

Hello,

Is the ability to call up the user's default browser or email client a
built-in function in MC2.3? The help pages mention "get url..." but that
didn't do the trick.

What I'd like is to allow users to simply click a button (or on a text-based
link) in order to visit the support-website for a stack.

If the function is not built-in, any alternative solutions? Is this function
part of more recent MC releases?
