Hefty new fees?

What a coincidence, I got a post from Heather on Rev list a few mins 
after sending the above. She writes (among others):

>Current Professional license holders can also continue with the subscription
>model, for $299. For this they get an Enterprise level renewal, with full

As far as I understand, MC licenses transfer into 
professional/enterprise licenses. What is puzzling for me is the 
following from Heather:

I must say I am confused about what she means by discontuing 
subscription model in the long term. The new licenses are also 
renewable. I suspect she refers to Express users having to pay for 
each new version. But this was written in response to someone asking 
about Enterprise.
