Structure of URL Get command

Suppose you want to download a file in a private
folder, not a public one. You would send a Get command
to the cgi app, right? But how do you write your get
command to tell the cgi app to send a particular file
from a particular folder? The only example in the
documentation that I found used the get command to
download data in a public file, thereby avoiding the
necessity of cgi scripting.
