appleevent handler for web

Since a few people besides the original poster followed on my offer 
of a demo cgi stack, I have created a starter.cgi stack. It does more 
than just demonstrate using the appleevent handler: online/offline 
modes, user filtering, hijacking protection, argument parsing, etc. 
In other words, it is a generic starter kit for developing your own 
CGI applications.
