Guessing the encoding of a test file...

If the files submitted to you do not need to retain their original formats for your purposes, why not just convert them all to a standard format? it's my understanding if you open the file using low level file commands without the binfile parameter, LC will convert the data into the local encoding. I might be mistaken. 

It would help to have a sample file for testing.
