BR,

to download Xcode 11.1 login into your Developer Account.
Then on the left pane select 'Downloads'
On the next page click on 'More' (it´s on the top of the page above the 'Sign Out' link.
On the next page enter xcode 11.1 in the search field and you should be able to download it.
