Yes, it is definitely a change in behavior. I'm fairly certain it's in a 
release note somewhere along the way, although I can't find it, so I'm 
not sure where I learned it.

This isn't the only place where the dictionary is wrong. Back in the day 
we used to be able to add user notes to the dictionary to take care of 
things like this.
