you are right:

MS Paint (old version): No
Adobe Photoshop: No
Adobe InDesign: No
MS Paint 3D (new Windows 10): Yes (this was my first test)
MS Word: Yes
MS Excel: Yes

Could you please double-check if your original code works with pasting to MS Paint?

The issue you are having looks like this bug:

but this report mentions inability of pasting into MS Paint
