libURL gone mad

Pasadena is probably a bit too far away for me at the moment but I do 
hope to make it to the next conference ;-)

If you want a quick and roughly equivalent function for v6, you could 
always add the following to the libUrl library code:

function libUrlIsSyncBlocked
     if lvBlockingUrl is not empty then
         return true
     else
         return false
     end if
end libUrlIsSyncBlocked

And then just replace tsNetIsSyncBlocked() with libUrlIsSyncBlocked() in 
my example handler.
