I like that they err on the side of completeness, but it does make it 
hard to discern fixes specific to a given RC from the list post alone.

I think Mark Wieder's suggestion would cover it well:

Given that the Release Notes contain all the details, the email notices 
here could get by quite well - if not better - by only listing those 
fixes and enhancements specific to the build being discussed.
