I'm guessing that like other languages, C++ has packages. That is, a package is a set of Classes (a Class being a set of related functions). If code grows over 20 years it could be that different Classes are put into a package based on the least likeliness to introduce any issues, and not perhaps in the package that made the most sense. Repackaging could mean that the Classes are reorganized to be in packages that make the most sense.

Just guessing though.
