Getting user's mobile number (mobileAdCreate)?

I came across this in the documentation for mobileAdCreate: one of the 
parameters is described as:

    phone number - The user's mobile number (MSISDN format with international 
prefix).

Is there a way for the app to get this?  Or is this a hangover from the early 
days of the wild west?
