Mouseevents in NOT active windows

Hi all,

I have asked this some time before, but did not get any answer.

Is it correct behavior that mouseenvents (mouseenter, meouseleave, mousemove etc...)
are getting executed even if that stack is NOT the active window?

Know what I mean? I have a Finder window in front, but moving the mouse over the stack
BEHIND the Finder window shows tooltips etc., which looks a bit strange to me!?

Any hints or opinions?
