Is the call to revLoadedStacks truly necessary?

Maybe I'm overlooking something, but at first glance it appears the 
function merely distinguishes between different types of stacksInUse, 
but since the engine always requires only one stack of a given name does 
it matter whether it's been loaded by the IDE or is in the Plugins folder?
