check if handler exist before using it

As there is the rev function:
           exists( an object ) or  there is .... ,

is there something like
            exists( <whateverFunction> )  in <anyObject>

Well, i know i could parse the scripts ....
but is there a more simple way ?

By the way, I need this to be called from inside an external.
