In answer to your questions...

1) This will be a multiuser database.
2) Server and clients should always be on the same subnet.
3) I think we should definitely give the option of running this app on other 
OS's.

So it looks as though you've answered my question about SQLExpress.. :)

But since I have never used PostgreSQL, I am unfamiliar with deployment. Is 
this a simple process? I imagine I would have to be able to do a server 
install but what (if any) adjustments need to be made after installation. 
I've experienced various issues with mySQL as far as priviledges, etc, are 
concerned and various .php files need to be edited before a stable/secure 
installation is achieved.
