OT: Would I need a content management system for this?

A little bit out of the box but:

PMwiki is marvelous.  www.pmwiki.org

"Radical flexibility-extensibility" comes to mind

Would do all this and more.

Some set up required of course, but the community there
is really super supportive, all kinds of cookbooks, recipes
code snippets.
