cannot create or edit web notes for the dictionary

BugZilla 3185:

The  text style buttons produce error dialog boxes that mention a locked
script.

The "Upload web note" button leads to a dialog that says "Upload complete"
but the web note never appears in the dictionary entry.

The problem is not new in 2.6.1.  Long ago the buttons all worked.
